For some people this is just a glorified box
for others it is an imposing elegant structure, what do you think?

Takes some incredible engineering to make such a slender box so high in a seismic region. I give it a 10 :)

That is the ugliest building in downtown. So ugly, it makes me angry that it shares the same space with the library. Who ever thought to make a gray/black building in Los Angeles? Are a couple of rows of windows missing, or is it supposed to look like that? Boring architecture by a bunch of people who just don't even care about trying to give the city something beautiful. When you make something so tall, it's permanent. Los Angeles is going to have to live with that forever. If I could vote 0, I would.

I think the two rows you mention are mechanical floors, so they are probably dark aluminium panels instead of glass windows.

It's tall, but I think it would look better with black granite.

I like this building, don't know why, but I do. 10! I wish it had more taller buildings around it.
