I expected more from South Africa, Thailand, Turkey, Oman, Bulgaria and Romania. But Why is Cuba that green?

Why is Cuba that green?

The HDI index is based on four factors, GDP per capita, life expectancy, literacy and school enrolment rates. Cuba actually has high life expectancy and literacy even compared to some rich countries.

I think the first map is wrong. My country, Mexico, must be in orange.
