Bosnia to publish tender for $4.3 bln highway

SARAJEVO, Dec 28 (Reuters) - Bosnia will publish in January an international tender for concessions to build and operate nine sections of a 6.3 billion Bosnian marka ($4.3 billion) north-to-south highway, Transportation and Communications Minister Branko Dokic said on Thursday.

Dokic said his ministry would publish the tender after the state concessions commission, set to meet on Friday, approved the project.

"We are planning to send invitations to all potential bidders right after New Year holidays," he told a news conference.

Dokic said Bosnia would offer investors concessions of at least 30 years to build and operate nine sections on the 336-kilometre-long highway. Bosnia is building one and could build up to three of the nine sections, he said.

Dokic said some 20 potential concessionaires had applied when his ministry published a tender for expressions of interest last May.

"The feasibility study showed the project could be profitable both for Bosnia and foreign investors," he said, adding that the investment return rate was estimated at 13.2 percent.

"The building of the highway would create at least 10,000 new jobs and boost production in construction firms and trade exchange as well as gross domestic product which is expected to rise by one percent to 6.5 percents," Dokic said.

Last month Bosnia's Serb Republic agreed with Austrian builder Strabag to form a joint venture for the construction of a 2 billion euro ($2.63 billion) highway network in that region.

The 1995 Dayton peace treaty, which ended the country's 1992-95 war, created a single state made up of two autonomous regions, the Serb Republic and the Muslim-Croat federation. The 336-kilometre highway would run through both regions.

First of all, its more the Bosnian-Croat federation.

Now on-topic, better infrastructure will surely help companies. But there is always the environmental downside.

I mean there is some motorway strech near Banja Luka. I see it many times on maps, even old ones, so that motorway must be old right?
It leads from Banja Luka a few kilometers to the north.

This what are they building now is real highway.
And i dont see what comunism has to do with this road. Coz during comunism time in Yugoslavia highways had the "european" standard.

RS to Build Highways with Strabag
The Prime Minister of the Republic of Srpska (RS) Milorad Dodik signed in Vienna Tuesday a memorandum of understanding...

The Prime Minister of the Republic of Srpska (RS) Milorad Dodik signed in Vienna Tuesday a memorandum of understanding with the Austrian company Strabag on joint construction of a network of highways in the Republic of Srpska, including a part of the Corridor 5c which runs through RS, reports Bosnian daily Nezavisne Novine.

“This is the biggest post-war investment in RS, to the tune of EUR 2 billion of direct foreign investments”, said Dodik today for Nezavisne Novine, adding that Starbag will get a concession for 30 years, and perhaps even more.

It was agreed with the Austrian company that the Government and Strabag form a joint enterprise, where the Austrians would have a larger share based on invested money. Dodik said that the RS would not get into debt because of the project, but it would invest a certain amount of money which will be defined by an agreement.

The memorandum foresees the construction and a timeline for a highway on the section Gradiska - Banjaluka - Mrkonjic Grad - Sipovo – Kupres, higway Prijedor - Banjaluka - Doboj - Samac - Bijeljina – border with Serbia, and the Corridor 5c in its part which crosses RS.

The memorandum of understanding wraps up month-long negotiations with Strabag. It should be confirmed at the next Government session in two weeks, according to Nedeljko Cubrilovic, Minister of Transport and Communications.

Strabag is a leading civil engineering company in Central and Eastern Europe. With profit of EUR 10 billion and 40,000 employees, the company is a market leader in Germany, Austria, Hungary and the Czech Republic. One of their major construction works in the region is the Rijeka-Zagreb highway.

The first motorway in Yugoslavia was built in 1972 (32 km between Postojna and Vrhnika in Slovenia), and it was made by international standards. Today it's no different, you can have a look at Slovenian motorways by clicking my signature.

actualy, both, Slovenian Vrhnika - Postojna and Croatian Zagreb - Karlovac, were opened at the same date: 29th December, 1972 :)

That construction site looks a bit narrow to be a motorway, especially those lanes doesn't look like 2x2 or am i wrong, and is this just one lane per direction, and has the second one still to come?

How are things standing on the Croatian side, if anyone knows? I mean from A3 to the border in the direction of Banja Luka.

9,5 km long A12. not definated yet, but as soon as works from Bosnian side appear to be finished, it is going to be done. D5 from border to A3 is in quite good condition and it is really wide, at least 3,75 m, maybe even 4 each lane. and there is not many villages on that road (actually, only one i think). however, it is not final solution and that part will be motorway, too

there is a catch. New bridge will be more west than the present one. So that old road D5 will be useless.

All I have to say is WOW. I was down in Bosnia early 1996 as part of the UN forces. And the roads sure as hell didn't look like that back then. On the other hand, the war had only officially been over for 1 month. Which is something you couldn't notice when I was there since people were shooting to the left and right at eachother and at us:/
Anyway, I must say they've made a fantastic job in re-building the country.

Is Bosnia part of the European Union? I noticed that one of the highways was signed E73. It's interesting how they were in a terrible war a while back and the country seems to have cleaned up extremely well.

No, Bosnia-Herzegovina is not a EU member. Even Croatia is not a member yet although it was doing extremely well since the collapse of Yugoslavia.

These E signs exist now for a very long time, it doesn't have to do anything with the EU.. I think we had these signs even in Yugoslavia...

These E-signs exist in former USSR as well. They existed long before the fall of Iron Curtain even though ordinary people couldn't even dream of crossing the border.

E-numbers even exist in Asia, in the former USSR. E-number means European road, and has indeed nothing to do with the European Union, however the EU is funding these road to be upgraded to motorway standards (like in Poland).

Yeah Verso maybe but in serbia the highways were erally bad and communistic and typical serbia looking until they renovated some parts which happened this or the last year. The bosnian motorway looks modern, i never expected a country like bosnia to have such european looking mtoroways.

Why did we forget this thread? I must say that the Bosnian motorways look like the Croatian motorways used to look, but it´s not problem since they look very good. I just can´t understand why they make such concrete bridges in Bosnia and macedonia, in Bulgaria they make bridges with crashbarriers, sidewalk and the balustrade.

The bosnian motorway looks modern, i never expected a country like bosnia to have such european looking mtoroways.I guess you wrote this when my hard drive was burnt. Serbian motorways were in a bad condition b/c of old pavement, otherwise they were motorways by all definitions, not some sort of "Eastern European kind of motorways" (like in Russia, Ukraine...). But of course this goes for roads that were actually motorways. Sometimes you could see on some maps the entire stretch between Belgrade and Zagreb being motorway, which has only been the case since last year, otherwise it was partly a 2-lane expressway (I'm not sure about emergency lanes). It should also be noted that the road between Belgrade and Hungary was never motorway, only a while ago (a couple of years, I think) it turned into motorway between Belgrade's outskirts and Novi Sad (excluding bridge over Danube). Between Novi Sad and Hungary it's a 2-lane expressway with emergency lane(s). Also the road between Maribor and Celje (Slovenia) has been motorway since 1996, before it was a 2-lane expressway with emergency lane on each side; the same goes for the Kranj bypass. Also, on maps you could always see the (future) motorway/4-lane expressway between Slovenian A1 and Nova Gorica/Gorizia not only planned, but also under construction, which wasn't the case (especially not in all its length), I think there was some agreement with the EBRD, which didn't come into effect, and was therefore very misleading.

yeah maps are not always accurate on what is a motorway, and what is just a 2x2 road with grade-intersections.
In particular in Ukraine, i've seen maps with a huge motorway network, maps with some motorways, maps with 2x2 boulevards or just maps with simply main roads. I hate that. Maps should be more accurate.

That coastline is ridiculously small, I never knew it was THAT small! I'm sure Bosnia and Croatia are at good terms with each other. Does Bosnia have a port on that coastline or do you use Croation ports?

What i've heard is that Bosnia can use the port of Ploče, and Kroatians can easily travel through the Bosnian piece of land near Neum.

..wow,I would have never guessed that it is an other part of the country. But I still didnt get answer to what is Republika Srpska. An autonomus state? a rebelling part? Or a partner in an union?

Yeah right, Scotland is a constituent country. Whatever that means. I think it's something between an autonomous region and a full independent state? Scotland is usually not referred to as a country, but an entity of the United Kingdom. Why it's so complicated?

Its a pretty autonomous entity, but it is not a state. There is no RS passport (its citizens must use the Bosnian one if they want to represent themselves in the world), no army, no national sports teams, no anthem etc...But again, as an entity its pretty autonomous.

The political situation in Bosnia is a mess though (I could write a book about it lol) so lets just try and focus this convo on the highways.

Very much so. Economic progress generally in Bosnia is hindered by the existance of two entities each tugging in their own direction. There's a lot of nationalist rhetorics, a lot of bureaucracy etc... It sometimes seems that the only thing both entities can see eye to eye on is admission to the EU...but as long as we're a politically divided country I dont see it happening. For this reason there are efforts to lesser the division between the entities (for example by joining the two entities police forces which is a major issue right now)The RS is staunchly against this though, which is unfortunate.

If you leave your opinion out,and explain objectively ,we,who dont experience these kind of obstacles, understand what is going on,why things built or not built. E.g. the map. The major routes end at RS. I was wondering why. Now that you told the reasons, I see why do they do.

i was born in bosnia, went one month before the war to croatia zagreb. last ten years i've been every year down and tryed to understand the people, the economy, the living conditions. it's not so great. everything's about money, and bosnia doesn't have it.
i'm a bit concerned about corridor Vc going from Neum via Mostar,Sarajevo to the north towards Doboj and Bosanski Brod. Section after Zenica is really mountanious with lots of canyons that follow the river Bosna. It's a very hard and difficult task for them to build higway there. Situation is similar south of Sarajevo towards Mostar... also full of sharp valleys that follow the river... it's a true challenge for the builders...

I havent been to Bosnia for a very long time, but I always had the impression that the Mostar-Sarajevo road was the best in the country?

could be, i haven't been down there on that section for about 15-16 years, something before war... but that's not the issue with highways, i think they are going to build a highway separate from that road, and configuration of the terrain is very difficult for that, so, it will be the true challenge for builders...

:D not really... it's just an road with one lane in each direction... and tunnels... heh... tunnels are from the ex-yugoslav time, which mean, no air-condition inside, very foggy and hard to breathe inside... nice example is tunnel Vranduk built after the second world war and haven't changed from that time...

On the map is an expressway from Zenica to Sarajevo.

I was in Bosnia 5 years ago. We went from Budapest to Dubrovnik, in Bosnia we went from Tuzla, across Sarajevo and Mostar to the sea. The canyon of Neretva is very-very beautiful place. I would like the next year back the Neretva, and I would like see Jajce.

well... you could say it's an expressway, from zenica crossing towards south there is an section of double-lane road in each direction but few kilometers further the road becomes one-lane till place Podlugovi, as far as I know highway has come till Podlugovi... so there's highway from Sarajevo to Podlugovi and building northern towards Visoko and Zenica...

:D btw what's so special about Jajce :D every place in Bosnia has it's own story and beautiful scenery... if you want spectacular trip, go to Visoko, the Pyramids older then egyptians are there (!!!) :D

well... i'm not sure about that section... it could happen in the next few years... it depends if there will be money ofcourse...
and the section from Zenica towards north won't be for a long time... i would dare to say more than ten years :D yes... that's the way in Bosnia... money is the biggest problem... but i've read somewhere that section from Mostar towards Adriatic Sea would be cost-effective and there are rumors that croatian firms would build that section...

weird but obviously true, as i was reading that i couldn't believe either... but there is more reasons for that... first of all... the whole corridor Vc is important, as for Bosnia so for Croatian eastern and southern parts and for the rest of Eastern Europe... but when it comes to decide which part to build first... they've come to mind to build sections that are lighter and cheaper, and then later when Bosnia gets stronger financially build difficult parts of highway... Mostar-Ploce is the obvious choice, it would boost tourism, trade and provide connection of Bosnia towards the sea travel...
Republic of Srpska on the other hand has different strategies inside the state, and tries to connect capital of entity Banja Luka with corridor V... so they build on own resources a section Banja Luka-Bosanska Gradiska, over the river Sava would go croatian connection to the corridor V... difficult to understand, but it's all politics of two entities inside a state... war wounds are still fresh unfortunately...

Actually no ;) the highway to Podlugovi was just the first part of the highway ;) this is whats done so far Sarajevo - Jošanica, Jošanica - Podlugovi, Podlugovi - Visoko, Visoko - Dobrinje (to be finished in november) :) so the highway is finished more or less from Sarajevo to Kakanj ;)

why would someone build a pyramid on a hill? Not enough hard to transport the stones,but also uphill? Is this that artificial one,that is rumoured to be older than the pyramids in Egypt?

RawLee they didnt build it on a hill, the hill is the pyramid hehe ;) yea the rumor has it that its older and bigger (as u can see) than the one in Egypt,UNESCO and Bosnian archeologists are doin the diggings and we`ll know for sure next year :okay:

i've read somewhere that the president of world archeology association has been there and his conclusion was that they are all mad, that these shape is purely coincidental... btw... nationality of that president is egyptian... so there's some rivalty obviously :D

Very nice! Very decent roads, I have to say. Is that the motorway Sarajevo - Visoko (pyramid :D)? Cuz I don't know of any other in B&H. But why do you turn left for Vrtovi Riverine? I also thought this motorway had emergency lanes and wasn't illuminated.

That is not the moterway but the western aproach to Sarajevo which is a city highway (gradska magistrala). That sign is actually more of a publicity stunt then a road sign you make left turn at the first traffic light. On the last picture you can see it again but in blue.:)

we have these before bigger cities like Blagoevgrad also, the one on blagoevgrad even has emergency lanes.

That is very weird! They announce the entrance to the Republic of Serbia when it is in fact Bosnia? Considering what happened in 1990's, I am surprised that this sign is still there. I can imagine a big billboard at the entrance to Texas and New Mexico that would say "ˇBienvenido a México!" :lol:

it is safe if you mean for war weariness or such things. the only unpleasant thing might be stealing the cars or burgling into cars, but it is present in whole world today, right?! also, infrastructure is not at very high level, but it is not undurable at all. i was in BIH one month ago and there is a lot of traffic police on the road who are just waiting foreigners to drive above speed limit to punish them (punishments are not high and you can make deal with policeman allways). however, if there is sign 50 on a clear road, ißve been driving 50. i don't want to have any touches with police.
if you have a chance, i'm absolutely recomending to visit BIH!

no thats not the sarajevo-visoko highway sarajevo-visoko is a real highway seam as in croatia or slovenia!!!! but only 30 km :D

Dutch Media only portraits those countries in negative news. The only news we hear from these countries (whether it´s Bosnia, Serbia, Poland or Slovenia), is negative news, making peoples images of those countries not better as they were in war times, or in communist times.

Nobody believes you if you tell Croatia has the most modern motorways in the world. They just can't imagine that, they only think they are poor corrupt countries.

With regards to safety I personally never come across any sign of threat. Even more I find this country very friendly towards tourists especially Poles :)
I am under big impression that BIH will attract a lot of tourists year in year out. That was one of the best holidays I ever had in my lifetime - Thanks Bosnia :cheers:

Evropska banka za obnovu i razvoj (EBRD) i Evropska investiciona banka (EIB) spremne su već ove godine početi pregovore o finansiranju izgradnje 35 kilometara autoputa na koridoru 5C.

Predstavnici EBRD-a su prije dva dana u Sarajevu razgovarali s ministrom prometa i komunikacija FBiH Nailom Šećkanovićem i prenijeli mu svoje namjere da BiH kreditiraju sa 350 miliona eura za izgradnju dionice od Kaknja do Zenice i od Vlakova do Tarčina, izvještava Dnevni avaz.

"Ovo je najkonkretnija ponuda koju smo do sada imali i koju želimo prihvatiti. Tražio sam da pregovori i cijela procedura idu ubrzanim tempom, tako da se obje dionice počnu graditi već početkom 2009. godine“, kaže Šećkanović.

Time bi, kako on ističe, FBiH već imala izgrađeno ili u procesu gradnje 80 kilometara autoputa. Prema njegovim riječima, banke kao jedan od mogućih uvjeta za kredite navode manje učešće bh. vlasti u finansiranju projekta i stabiliziranje izvornih prihoda Direkcije za autoceste FBiH.

"Već sad imamo prihode Direkcije iz budžeta, a uskoro počinje naplata putarina. Ali, kao jedan od glavnih prihoda bila bi taksa za svaki prodani litra goriva“, naglašava Šećkanović.

Ministar ističe da je o uvođenju takse za gorivo, koja se u Hrvatskoj pokazala efikasnom, razgovarao sa ministrom saobraćaja i veza Republike Srpske Nedeljkom Ćubrilovićem te da su dogovorili zajedničke korake.

"S deset feninga po litru goriva imali bismo dodatnih 100 miliona maraka godišnje za autoput, i to samo iz Federacije“, navodi Šećkanović.

Ćubrilović je potvrdio dogovor sa Šećkanovićem i naglasio da će vrlo brzo biti formirana zajednička komisija koja će započeti realizaciju dogovora. "Još nismo definirali iznos takse, ali podržavamo tu ideju i vrlo brzo ćemo naći pravi modus za njenu realizaciju“, objasnio je Ćubrilović.

SARAJEVO - The second part of the contract for construction of the first toll payment system in BH will be realized with Slovenian Traffic design and Step Sarajevo during February. The construction is worth around BAM 3.1mn.
An internal vacancy notification for 21 workers in toll boots on Sarajevo-Zenica highway will be announced soon and will be followed by a public notification, Erdal Trhulj, Director of the Federal Traffic Department, said for Oslobođenje. The potential employees need to have high school degrees while one workplace will be require a college degree. According to Trhulj, the toll will be charged from 1 April on section between Jošanice and Dobrinj. More than 90% of installations were already placed underground.

“In two-three days, the first facility will be finished. We contracted furniture delivery which will be placed in the control station by the end of January. The works are proceeding much faster with the new Bosnaputevi management”, said Trhulj.

The second part of the contract for construction of the first toll payment system in BH will be realized with Slovenian Traffic design and Step Sarajevo during February. The construction is worth around BAM 3.1mn. Moreover, Trhulj will meet the European Investment Bank (EIB) representatives on Friday to discuss the possibility of issuing a new loan for construction of 19km-long section Vlakovo-Tarčin.

It will basically run some 50 km south of and parallel to the Zagreb - Belgrad motorway. A better connection would be: Zagreb - Sisak - Prijedor - just south of Banja Luka - to Zenica, linking up with 5c. With a later connection further south east. This highway would provide a good alternative to the Skopje - Niš - Belgrad - Zagreb motorway, and later the Adriatic - Ionian motorway.

Here's a little map. Red is completed highway. Blue is under construction. The northern part will be done end of 2008 and Zenica will be connected end of 2009.

The southern part is the Sarajevo bypass which was started this year and it should be done by end of 2009.

I think it's some 40 km (NW and W of Sarajevo) and some 9 km of 4-lane expressways (N of Banja Luka). Although that short motorway west of Sarajevo would be better if signed as expressway as it used to be.

I also heard a new connection is to be constructed between northern Croatia and Split via Banja Luka
It should be constructed. It will be 195km long from Sava river to Croatian border.
Part Banja Luka - Sava is already being constructed. For other part from Banja Luka to Federation border near Kupres there is already concesion with austrian companies Strabag and Alpina.
And for the last part trough Federation 85km there are preliminary talks between Strabag and the Government.

Very nice pictures. It's only a pity that the categories aren't writte out only in Bosnian (and not English and/or German). If BiH wants to have tourists to our country, they could do something for the non-Bosnian-speakers as well (also a leaflet or a website).

i'm going to my hometown in Bosnia in two weeks... can someone tell me, how far did they build highway toward Zenica? and is there something going on? i've heard goverment is a little bit without money... :ohno:

There is assistance to visitors at the official tourism website. But there is a lot to improve though, I dont know if thats a priority. From what i can see though the important signs are multilingual for visitors.

I dont think all of it is done, They are simultaneously building one south and one north of Sarajevo I think. Someone else probably has more info.

well... i was on a trip to Bosnia... entered at Bosanski Brod border, then through Derventa, Doboj, Maglaj, Zepce, Zenica and to Kakanj...

exit at Kakanj is being built and it is a complete chaos down there... very few signs where to bypass, and cars going everywhere on construction site...
good thing is they are working... bad is really poor organisation there...

does someone has pictures from that section maybe?

I presume that you are thinking of the tunnel that they building next to the current road-way? That is for the current road way to go under the highway while the two highway tunnels above are obviously for the highway.
