Well not having any backstory to this video I think it is safe to conclude that UCLA is either filled with thugs and criminals or that this is the varsity taser team getting some practice in at the library.

I agree. He sounded like he WANTED to show how oppressive the campus security was. He actually wanted to be abused. His screams were exaggerated.

If they DIDN'T taser him, he would have been disappointed.
