Secret tower speeds along

The City of Toronto already cuts the grass in parks, runs the subways and picks up the garbage; now the city plans to become a developer of office towers downtown.
At least, that is the word from Jeff Steiner, head of the Toronto Economic Development Corp., a city agency with a plan to build a 500,000-square-foot office tower for $140-million on Queens Quay Boulevard, just across the Jarvis slip from the Redpath sugar refinery. The building, on city owned land, would be pretty big: slightly less than half the size of Scotia Plaza.
Two things are unusual about this project. First, Mr. Steiner says he has an "offer to lease, which is a binding agreement" with a "multi-billion-dollar company" who will move 1,100 jobs into the ten-storey building -- but won't reveal the tenant's name. Second, the city is the developer.
The financing is driven by the lease," Mr. Steiner explains. "But you need a construction loan, so we will borrow some money from the city to build the project. We have some money, but when there is a very, very large project, you have to borrow." He says the amount he will borrow from Toronto is the subject of a report "that is not yet in the city cycle."
Stuart Green, a spokesman for Mayor David Miller, says the Mayor has no comment on Mr. Steiner's plan to borrow city money for an office tower.
We may get more details on the project today, when TEDCO's team presents the project to a design review panel of architects selected by the Toronto Waterfront Revitalization Corp., at TWRC's new offices at 20 Bay St.
We think of TEDCO mainly as the owner of huge swaths of oil-soaked industrial land in the Port of Toronto, but Mr. Steiner says TEDCO is more.
"TEDCO is a developer," he says. "TEDCO developed the Canpar building." Canpar had been a long-time tenant of TEDCO in a former warehouse on the Queens Quay; to make way for waterfront regeneration, TEDCO built Canpar a new warehouse on city land in Etobicoke. TEDCO recently sold that building to a pension fund for "in excess of $20-million, which is more than we paid, so we made a profit," Mr. Steiner says.
Al Razowski, a senior planner for downtown Toronto, notes that TEDCO is "normally involved in industrial development," but not so much in office buildings; he also notes that lately, private companies are enthused about building commercial towers.
"All of a sudden we're seeing great interest in office towers downtown," Mr. Razowski says. Among them, council recently approved a 26-storey office tower for Great West Life at 18 York St., corner of Bremner Blvd, next to the Rogers Centre.
All of which begs the question, as councillor Doug Holyday of Etobicoke asked yesterday, why doesn't a private developer put up Project Symphony?
"We've borrowed ourselves right into a hole in the ground," Mr. Holyday says. "For us to get into some scheme where we're going to build a building we're hoping we can rent out and make some money ... if this is viable, TEDCO should be able to find a private partner."
Others disagree; downtown councillor Adam Vaughan says, "If the city can attract a tenant and retain the underlying asset, it sounds like a good deal. I wish they could use the same creativity in housing."
Mr. Steiner says TEDCO has to act fast to jump-start the waterfront renaissance. "Timing is the most important thing," he says.
Certainly, Mr. Steiner seems to be in a tremendous hurry: in February he kicked out Cinespace Studios, TEDCO's longtime tenant on the site, and hired architect Jack Diamond, without tender, to design the building. A source close to the architect says, "things are moving very quickly. It's very difficult to design the building and get drawings for approvals at the same time."
Mr. Razowski says that, last he heard, the plan was to speed the project through city hall via site plan approval, which means, "no community meeting, generally no community involvement."
Mr. Steiner says he is already in talks with the city; he wants to have shovels in the ground in July. Hang onto your sailor's caps and your hard hats. We're heading into uncharted waters.

So basically, I wake up to an office tower out of the blue. This one from Great West Life, I think an insurance company from Winnipeg). It'd be quite a smack in the face if they're moving their HQ's to Toronto, which is very likely with a tower of this size. I think it's over 650 000 sqf according to a forumer on UT. I'm interested on hearing more about this - council did indeed approve this, but I'm trying to find the document to no success.:(

Yea but now you have a tenant (Great West Life?). I'm not sure how much difference this makes, but I'm glad to see office towers going up south of the tracks - condos are very meh unless they're MLSish.

I'm a bit nervous at who GWL will choose as their architect. I do hope they branch out and not use the same architect who designed their Winnipeg office.

GWL's real estate arm is most likely the developer. In recent years, they have built a ton of stuff in the suburbs as well as the Canada Life Tower downtown. They also own, IMHO, the most distinguished commercial property in this entire city, Commerce Court.
we are talking Brookfield, Cadillac Fairview, Oxford here but better

checked out their website and the only mention of the project was that they aquired the site in october 2006 and its size is 1.23 acres.

The proposed 32-floor tower at 18 York was designed by Brisbin, Brook, Beynon Architects, according to urbandb. But I guess if Great West Life is the tenant, this won't exactly be happening anymore?

^^That tower was probably designed in the late 90's/early 00's I doubt it would happen even close to that design. Remember Telus? It went from 1990's chic to New York Times complete with spirette.

Hmm. I'm not so sure Project Symphony is good news for the waterfront. Strange place for so much office space too. That area should have pedestrian-friendly development that we can all get in on.

No, this has nothing to do with TEDCO - the land has been bought by Great West Life, who are planning: now here's where I don't get it. Either they're building it for a tenant, or for themselves as a tenant.

Well, Lanterra/Cadillac intend to develop it as a large mixed-use development. They were pleased with the success of MLSE, and want to do something similar at 16 York. There will be a large office component, the city requires it.
Ok, this is how the intersection looks now: 16 York is the Caddilac/Lantera project, directly north at 18 York is this new KPMG tower, across the street to the east is Telus, and south is MLSE--that will be quite the little intersection!

Well as random as Infinity currently is, atleast we can give it credit for being the first tower in the kickstarting of urban development down there.
I'm glad there'll be an office tower beside it to hide the 80s-apartment-building side of Infinity (its East facade.) Also, it will be refreshing to see office towers mingle with the hoards of condos on this side of the railway tracks.

this area is going to be a hub of activity ,keep in mind there is going to be a building west of 18 york on a larger site(more sq ft) and a building south of infinity where the sales office is.

Nop, Manitoba's and Ontario's flag are VERY similar - the only difference is the coat of arms which is basically indifferentiable in that size anyway... The flag is in fact Winnipeg's.

Three out of four corners filled in what was 5 years ago the most ass end part of downtown. The fourth office tower to go at 16 York will probably take a while, but due to the city's demand for more office space, it could end up being a taller tower of about 40s.

Back to 18 York: why were they permitted to build so short. I would have thought they'd be a height minimum here due to the scarcity of available land in the CBD. Union Telus is pretty much a stump, as well.

I have to admit to liking the bison more than Ontario's golden maple leaves. Not a huge difference in the flags, but it's the details that always set things apart.
The Bison or "American Buffalo"= More masculine, agressive conotation.
Maple leaf= more pacifist, "warm and fuzzy", tree-hugging conotation.
Depends on what face you want to portray.
I personally would choose the over-testosteroned I'll kick your ass, don't mess with me Bison, but that's probably my stupid American shoot'em up cowboy mentality. :lol:

That's not an American mentality, that simply means you're not a timid modest person. I'll go with the Canadian buffalo as well. It wouldn't make sense for Ontario to have the buffalo and Manitoba, leaves.

Three out of four corners filled in what was 5 years ago the most ass end part of downtown. The fourth office tower to go at 16 York will probably take a while, but due to the city's demand for more office space, it could end up being a taller tower of about 40s.
Don't forget the office space that's being converted to condo/retail in 2 Bloor West!! :)

The gyrating markets are making people nervous, but yesterday's groundbreaking for a 26-storey downtown office tower shows big-time investors remain confident in Toronto's future as a financial centre, says Mayor David Miller.
Miller praised the British Columbia Investment Management Corporation (bcIMC), which invests pension funds, for funding the project despite economic uncertainty.
"I think all of us are extremely concerned about the news from the United States," he said. "And the willingness of bcIMC to invest in the future of Toronto and to understand that Toronto does have a successful and bright future means a lot to us."
The 650,000-square-foot building at 18 York St., to house accounting firm PricewaterhouseCoopers, will occupy the northwest corner of York and Bremner Blvd., just west of the Air Canada Centre.
It joins the Telus building under construction across the street in helping to extend the downtown business district south of the rail corridor, Miller said.
About three million square feet of office space are going up in Toronto.
Construction of 18 York is expected to be done by fall 2011.

"EllisDon has been awarded the Construction Management contract for 18 York Street. Project is targeted for LEED® Gold status.
EllisDon Toronto has been awarded the Construction Management contract for 18 York Street which is located on the northwest corner of York Street and Bremner Boulevard.
This project will consist of a 600,000 square foot office tower, with twenty-six storeys which includes three levels of underground parking. It will feature a landscaped "urban forest" on the third floor terrace to compliment the possibility of café or retail space. The office space will include access flooring for easy conversion of the mechanical and electrical systems for future uses. The exterior will be floor to ceiling curtainwall.
There will be a connecting pedestrian bridge over York Street, and a link way to Transit and Go station.
The prime tenant in this office tower will be Price Waterhouse.
This project is targeted for LEED® Gold status.
The project will begin October 20, 2008 with an expected completion date of September 2011."
Is there actually anything going on down there yet? (It's been two days so I wouldn't expect much).
Is the pedestrian bridge intended to attach to the Telus tower, does anyone know?

I don't know. They are different developers. However, I found the below from the City.
"PATH bridge over York Street at south side of railway" Completion date 2010.
also
"PATH bridge over Bremner Boulevard between the expanded Air
Canada Centre and 15 York Street (Maple Leaf Square)"
I didn't know about the latter either. And I don't remember it being in the renderings for either Maple Leaf Square or Telus.
